 A Handler instance is required by a Server to handle incoming
 HTTP requests.
 
A Handler may:
- Completely generate the HTTP Response
 - Examine/modify the request and call another Handler (see 
HandlerWrapper). - Pass the request to one or more other Handlers (see 
HandlerCollection).
